It could be one of several reasons Lis.

The buffalo might have a high ecto-parasite load and therefore there is good feeding there for the oxpeckers.

The buffalo may have some open wounds that the birds are exploiting.

The birds have just arrived at this herd and have landed en-mass.

The birds have already fed and are gathering prior to flying off to roost.

One of the birds may have given an alarm call, so they have gathered on one animal before flight.
